The test

A success measure is adequate when two people who disagree about whether the project worked can read it and reach the same answer. If they cannot, it is not a measure. It is a mood.

The three requirements are specificity, a named source, and a date. Illustrative example: “Increase qualified enquiries from the faculty site from a baseline of 40 per month to 65 per month by 31 March, measured in Google Analytics 4.” Every element there is contestable in advance and settled afterwards.

The baseline is the part people skip

Measures are agreed at the Define stage, before design begins, and the baseline is recorded at the same time. A baseline established after launch is not a baseline. It is a negotiation.

State the decision, or retire the measure

Every measure should be accompanied by the decision it informs. A measure that informs no decision is reporting overhead, and it crowds out the three or four figures that actually matter. Retiring measures is a legitimate outcome of a quarterly review.

A monthly performance note, a quarterly review against the roadmap, and an annual re-diagnostic where a GoTo360™ baseline exists. The rhythm is fixed so that reporting is not renegotiated every time the numbers are inconvenient.
