The problem it solves
Governance is assembled when a bid appears or an incident occurs. By then it is evidence of a gap rather than evidence of a standard.

- 01Responsible party or operator role established and recorded at the start of every engagement, because the obligations differ materially.
- 02A named Information Officer is responsible for compliance.
- 03Standing compliance documents maintained continuously rather than assembled when a bid appears.
- 04Documents versioned, reviewed annually in October, reissued in November, and reviewed immediately after any failure the documentation should have prevented.
