Method

Mixed method. A structured practitioner survey administered to communications leads, combined with desk assessment of a fixed public channel set per participating organisation. The full instrument and assessment rubric will be published before fieldwork opens, as with every report in this programme.

Sample

Sampling frame under design. Target sectors: higher education, national and provincial government, municipalities, and the development sector. The frame, target and minimum per sector will be published before recruitment begins.
